Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• Master’s degree AND New York State permanent or professional certification in Spanish (Grades 5-9), Spanish (Grades 7-12), or in classroom teaching with an Foreign Language Extension in Spanish AND four years of experience teaching in an education program Foreign Languages or World Languages in grades K-12. Two years of this experience may be in an administrative or supervisory capacity or teacher training program at a higher education institution, in the field of Foreign Languages or World Languages. PROMOTION: Current New York State Education Department employees must have one year of permanent service as an Assistant in Instructional Services (Spanish 7-12). COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: One year of permanent competitive or 55b/c service as an Associate in Instructional Services (Spanish 7-12) and New York State permanent or professional certification in Spanish (5-9) or Spanish (7-12).Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. PREFERRED QUALIFICATIONS: Preference may be given to candidates who have: • School and/or district administrative experience including, but not limited to, oversight of ELL identification and annual evaluation, development and enforcement of policies to ensure equitable access to instruction and school activities for all students including ELLs and ELLs with Individualized Education Programs (IEPs),• Experience assisting a principal with all aspects of school administration (e.g., school governance, teacher evaluation, supervision of instruction), responsibility for conducting and facilitating Response to Intervention (RTI) meetings, collaborating with the Language Proficiency Team (LPT) on the recommendation of research-based Tiered Interventions.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Bilingual Education position in the Office of Bilingual Education and World Languages (OBEWL). This Office provides guidance, technical assistance, and support to New York State Districts, Charter Schools, Religious and Independent Schools, educational organizations, and the public in the development of programs for English Language Learners (ELLs) and other Multilingual Learners (MLs) including World Language students. Duties of this position include, but are not limited to, the following:• Provide direction, guidance, and assistance to NY State schools, including charter schools and Religious and Independent Schools, that participate in the New York State Seal of Biliteracy program. Provide technical assistance and direct support guidance as necessary. Review documents and analyze statistical data to assure that participants are in compliance with laws and regulations and to monitor progress and performance;• Research, prepare, and deliver professional development workshops to schools, school districts, charter schools, independent and religious schools, community-based organizations, and parents to provide content knowledge in the development of ELL and ML-related regulations, programs, and procedures, including the NYS Seal of Biliteracy;• Provide expert guidance to and collaborate with the Regional Bilingual Education Resource Networks (RBERNs), Department offices, and statewide and national educational organizations; • Develop of World Languages and Bilingual Education related educational resources and initiatives in partnership with other NYSED offices, and statewide and national educational organizations;• Plan and conduct on-site program monitoring visits, desk audits, and program reviews of schools, school districts, and charter schools, and subsequently draft reports to the Associate Commissioner, with recommendations on how to improve instruction for all MLs including ELLs, heritage language speakers, and World Language students;• Collect, analyze and maintain of up-to-date program-related data and prepare required program reports including districts’ Comprehensive ELL Education Programs;• Manage grant and contract process to engage vendors in support of World Languages and other offices programs including development and oversight of Requests for Proposals and resulting contracts, Memos of Understanding, and direct allocations to qualifying school districts. Collect and analyze data related to grant funding;• Draft and review memoranda, instructional guides, and other resources related to legislation, regulations, and policy statements;• Respond to daily written and oral inquiries, suggestions, and concerns from teachers, administrators, and other stakeholders, and• Undertake special assignments, as needed and directed by the Associate Commissioner.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. This position will require up to 50% Statewide travel.* Leads to a maximum salary of $121,360 based on annual performance advances.
