To provide career seeker services and CareerForce information to adults enrolled in the Adult and Dislocated Worker programs through orientations, group instruction, and one-on-one assistance. Under limited supervision, this position exists to lead the Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker and State Dislocated Worker Programs for Winona County, act as the technical advisor for Adult and Dislocated Worker program processes, implement Adult Career Pathway grants, assess career goals, interests, skills, and abilities of clients, develop plans for training, education and employment, provide support services and referrals to other community support services, and provide career counseling services to both program-eligible and universal customers who plan to enter, adjust, or advance to suitable employment.

Job Duties:

  1. Lead the WIOA Adult, Dislocated Worker and State Dislocated Worker programs for Winona County.

  2. Act as the technical advisor and provide program oversight for the WIOA Adult, Dislocated Worker and State Dislocated Worker programs.

  3. Access career goals, interests, skills and abilities of adult participants with barriers to employment and develop employment or training plan for clients.

  4. Implement Adult Career Pathway grants, serving as the case manager and providing services and assisting clients.

  5. Provide assistance to career seekers and promote CareerForce resources.

  6. Participate and promote special projects offered through CareerForce.

The incumbent must be self-motivated with excellent communication skills to build relationships and be highly skilled at creative and innovative problem solving and be extremely detail oriented.

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Two (2) years* of work experience in career placement, career coaching, case management, workforce development or employment and training programs.

*Bachelor's degree in Human Resources, Social Work, Human Services, Communications or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:

Knowledge of Minnesota's workforce programs, including work with public workforce development agencies and related non-profit organizations.

Experience in customer service, which includes the ability to relate to persons on all levels with patience, tact and understanding.

Experience managing programs and working with budgets and financials.

Proficient with database management and Microsoft Office Suite products (Outlook, Word, Excel, Teams, PowerPoint, etc.) or similar software.

Communication and presentation skills to facilitate workforce training opportunities and create/deliver presentations to groups, as well as facilitate meetings and group discussions.

Preferred Qualifications

Bachelor's degree or higher in Human Resources, Social Work, Human Services, Communications or other closely related field as determined by the agency.

Ability to form and grow connections with community partners in education and supportive services.

Ability to organize and facilitate workshops and presentations for the purpose of educating and recruiting applicants into the program grants.

Organizational skills to manage, track, and report expenses, financial transactions, and invoices using Microsoft Office.

Grant management experience involving evaluating, administering, accounting for, training and/or monitoring of grants, grant agreements, or grant recipients.

Skill in communicating in a second language.
