The Work You Will Do:

This position will be responsible for providing contract and procurement support to the Petroleum Restoration Program for the Agency Term Contracts section in the Division of Waste Management. The position is responsible for uploading and tracking the Petroleum Restoration Programs purchase requisition, change orders, comments, and quote performance based cleanup solicitations in addition to assisting with the Contractor Selection Process for the Petroleum Restoration Program. The position includes sections devoted to planning, support, training, and data management. The ideal candidate will possess critical thinking skills and encompass highly effective communication and interpersonal skills with servant leadership characteristics.

This position is critical in the cleanup of petroleum contaminated facilities in Florida. The Petroleum Restoration Program (PRP) provides funding to conduct activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida. The Planner II position will work with the administration, site managers, and industry contractors to provide contract and procurement support to the Petroleum Restoration Program.

    Your Specific Responsibilities:

  • This position will conduct studies and evaluations of systems and procedures to assist the Division of Waste Management, Petroleum Restoration Program in operating more efficiently and effectively, and provide program support.

  • Provides contract and procurement support to the Petroleum Restoration Program in the Agency Term Contracts section. Incumbent will assist Contract Managers in preparation and tracking amendments and change orders for the Agency Term Contract (ATC) Master Agreements.

  • Oversee the development and provision of direct support for the generation of Purchase Requisitions (PR) and Purchase Orders (POs) for the Petroleum Restoration Program (PRP). Purchase Requisition Creator which will include activities such as reviewing scopes of work, schedules of pay items, figures and tables for consistency and formatting.

  • Utilizing reviewed documents to create Purchase Requisitions in Ariba On Demand. Working with Site Managers to address issues and corrections in order to submit accurate documents in a timely manner for approval.

  • Change Order Processing which will include activities such as reviewing Request for Change documents for consistency and pricing. Utilizing reviewed document to enter changes to executed Purchase Orders in Ariba On Demand. Working with Site Managers to address issues and corrections in order to submit accurate change requests in a timely manner for approval.

  • Assist in implementing the Contractor Selection Process for the Petroleum Restoration Program. This includes evaluation of documents submitted to the ATC Contracts Team for Assignment. Evaluation of recommended assignment type. Utilizing the Storage Tank Contamination Monitoring Contractor Selection Formula Forms for the assignment. Downloading rates and importing them into the Schedule of Pay Items workbook. Notifying property owners of selected Contractor. Processing owner rejections of selected Contractor. Offering work to selected Contractor. Processing declines and acceptances of work and notifying site manager when they have an assigned contractor and can move forward with preparing the task assignment and purchase order.

  • Trains, mentors and guides less-experienced contract, procurement and purchasing professionals in the Program and, if necessary, PRP support staff on Teams 5 and 6 as well as Contracted Counties. Incumbent will assist with training on Purchasing and Procurement.

  • Assist with maintaining tracking of all Purchase Requisition and Change Order assignments and distribution to team staff. Coordinate with staff to determine workload issues and redistribution needs. Working with Site Managers and Procurement to assist in addressing issues and corrections in order to assure PRs and COs are processed and approved in a timely manner for approval.

  • Employee will be responsible for updating process and guidance documents associated with PR Creation and will assist with maintaining the tracking of PRs and CO assigned to staff to be created.

  • Performs other duties as assigned.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of MyFloridaMarketPlace Buyer Portal.

  • Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.

  • Knowledge of office policies and procedures.

  • Strong organizational skills.

  • Skilled in SQL, Microsoft Word, and Excel.

  • Skilled in writing, editing and report writing techniques, record keeping and records management.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to work with public officials, private organizations, and the general public.

  • Ability to organize and complete work assignments under pressure of time and shifting priorities.

  • Ability to work independently, as well as work well with others.

  • Ability to use personal computers.

  • Ability to establish and maintain effective working relationships with others.

    Required Qualifications:

  • An associates degree from an accredited college or university; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of two years.
