The Background Studies Division (BGS) in the Office of Inspector General is seeking two (2) Regulatory Compliance Consultants to join our new, fast-growing team . As a Compliance Consultant you will advise management and consult on regulatory compliance for all aspects of DHS’ statewide background study system and ensure adherence with access, use, handling, dissemination, storage, and destruction of criminal justice information (CJI) and criminal history records information (CHRI). BGS’ Compliance Consultants administer and assess areas of compliance and risk in addition to collaborating, planning, designing, developing, and implementing compliance initiatives and activities. Compliance consultants are responsible for delivering and executing foundational compliance responsibilities that support the team and management at an advanced level and will monitor compliance with state and federal background study laws that traverse publicly funded healthcare and human services programs.

Responsibilities include:

· Collaborate with BGS business areas and key partners to strengthen the culture of compliance

· Oversee and facilitate the development and design of BGS’ compliance roadmap

· Create and implement the annual compliance monitoring risk assessment

· Develop a risk-based monitoring schedule and administers ongoing execution of risk-based compliance awareness, testing, and monitoring programs

· Advise and train management and employees on emerging compliance issues and risks specifically related to the protection of criminal justice information (CJI) and criminal history records information (CHRI)

· Serve as compliance liaisons within and for the BGS division with the MN Bureau of Criminal Apprehension and/or Federal Bureau of Investigations (FBI)

· Develop and maintain compliance monitoring programs and testing procedures

· Engage in research of state and federal background check and biometric industry laws and regulations; and remain apprised of changes and updates

· Respond to internal regulatory and compliance inquiries and resolves issues on compliance topics

· Contribute to the development and review of legislative policy and budget proposals

· Collaborate with BGS quality management staff to perform internal audit reviews, analyzes data, and direct the division’s policies and procedures related to compliance

Minimum Qualifications

Three (3) years of compliance or audit experience in regulatory or similar field.

Experience must demonstrate the following:

· Knowledge of the methods and principles of audits, risk assessment, and/or regulatory compliance

· Willingness and ability to read, analyze, and interpret state and federal background study, health care and human service statutes, reports, and legal documents and develop policy and program recommendations

· Knowledge of legislation, rulemaking, policy, procedure, and intent governing health care and human service programs

· Proficiency in using computers/software applications, including collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, Access, and Teams

Preferred Qualifications

· Extensive ability to read, analyze, and interpret government regulations, trade journals, and legal documents

· Must be able to respond to common inquiries from key stakeholders (e.g., regulators, auditors, etc.)

· Certification in Criminal Justice Information System (CJIS) Security Awareness

· Certified Compliance Manager (CCM), or Regulatory Compliance Manager (CRCM), or related accreditation

· Strong written, verbal, and interpersonal relationship skills

· Bachelor’s degree or higher in business administration, law, public policy, public administration, or other related area field

· Ability to organize/prioritize work, handle workload independently and meet critical deadlines

· Variety of experiences working effectively with others from different backgrounds and cultures
