General Statement of Duties

Public Works Maintenance Traffic Operations is looking to hire a Maintenance Worker 1 Limited Duration employee. This full time Limited Duration position is expected to last 12 months with the option to extend per business need.

The person in this position will perform a variety of entry level maintenance work and equipment operation in the Traffic Maintenance area of Public Works Maintenance. They will maintain and fabricate signs, repair roadway barriers; operate equipment for street and curbs markings and perform graffiti abatement all within the public right-of-way. Work Schedule: Monday – Friday 6:00 a.m. - 2:30 p.m.

Limited Duration (LD) Opportunity:

  • Open to the public and full-time, part-time, LD, R ecreation A ctivity E mployee City of Eugene employees.

  • This LD position could last up to twelve months per business need.?

  • LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment.

  • If you are currently an LD employee, you will not have rights back to your current LD position.

  • Employees hired into LD positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below.

  • The salary schedule for LD employees is t he same as used for regular AFSCME employees. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.

  • LD employees are at-will and don’t have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

  • LD employees will receive City health plan coverage for themselves only. Dependent coverage is available at full cost to the LD employee.

Examples of Duties Performed - Duties may include but are not limited to the following

Maintains and fabricates signs, repairs roadway barriers; operates equipment for street and curbs markings and performs graffiti abatement all within the public right-of-way.

Performs a variety of entry level, and frequent heavy manual maintenance activities in the assigned areas: operates variety of equipment as required in the performance of assigned duties.

Performs general maintenance of construction equipment, hand and power tools; identifies needed repairs and preventive maintenance of vehicles and large equipment.

Maintains daily work records, both written and electronic, as required.

Collects field data electronically using iPad.

Computer usage for timesheet and data entry in the city's maintenance management system.

May train coworkers and seasonal employees in equipment use, care, and safety procedures.

Performs work outside in varying and extreme weather conditions while exposed to a variety of hazards; regularly lifts objects and equipment.

Actively supports and respects diversity in the workplace.

May require shift work and weekend work.

Performs other related work as assigned.

A typical way to obtain the knowledge and abilities would be:

Experience

One year of experience in public works maintenance, construction, or repair work. Work related to traffic signs, pavement markings and/or graffiti abatement desirable.

License or Certificate

Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The Ideal Candidate will possess the following knowledge, skills, and abilities:

Knowledge of :

Types and uses of tools and light equipment used in maintenance, repair, and/or construction work.

Standard safety precautions, safety hazards, and safe working procedures in areas assigned.

Maintenance, repair, and construction work in area of assignment.

Preventive maintenance practices.

Ability to :

Provide and wear personal protective equipment as required, including footwear meeting OSHA and City requirements.

Follow verbal and written instructions and keep accurate work records.

Perform basic computer operations.

Operate assigned equipment and specialized hand and power tools.

Perform strenuous physical work outdoors in varying weather conditions, which may include heavy lifting.

Perform manual construction and maintenance duties requiring specific skills in assigned area.

Be available for shift work and after-hours call backs.

Maintain an active telephone number in order to be available to respond for emergency callback as necessary.

Learn new tasks and equipment operations as required.

Work independently and as part of a crew.

Identify safety hazards.

Assign, lead, train, and review the work of seasonal employees.

Communicate effectively and courteously with City employees and the public and establish effective working relationships.

Supplemental Information

Physical Requirements/Working Conditions

Mostly outdoors in field environment with exposure to all typical weather conditions, including travel from site to site. Exposure to sharp objects, burns from hot materials, pinch points, moving objects/vehicles in right of way, dust/noise/vibration, working at heights, biological hazards from sewers, grease/smoke/ material fumes/gasses, cramped quarters, inclement weather conditions, slippery surfaces, electrical shock, toxic/caustic chemicals and animal/insect bites. Operates City vehicles, forklift, hoist/aerial lifts, ladders, variety of hand/power tools, jackhammer, measuring and testing equipment, variety of specialized trucks/equipment associated with the construction and maintenance trades. Uses safety equipment including hard hat, safety glasses/goggles, steel-toed safety shoes, hearing protection, gloves, dust mask, respirator, SCBA as required, rubber boots, seat belts and other PPE as required.
